The Virginia plan called for a two-chamber legislature where the representatives were proportional to the state’s population. It also called for the election by the legislature of an unspecified national executive, and a national judiciary that the legislature would appoint. New Jersey lawyer, William Paterson, suggested the New Jersey Plan. The New Jersey Plan suggested that the principle “one state, one vote” from the Articles of the Confederation remained. It also stated that Congress would be able to require taxes and regulate trade and that everything Congress did, would be considered supreme law of the land.
