The purpose of this study was to investigate aspects that promote project success opposed to just looking factors that promote project failure. The purpose of this study was to determine what is wrong with the space system cost models process. The participants of the study were eight companies that were managing space projects. Data was collected by looking at cost estimating techniques, models, the tools related to space projects. The results indicated that problems of cost estimating stem from the increased complexity of space programs, poor management of growth, and space mission failures. In addition, the study shows that the causes of cost estimating stem from their inability to predict future outcomes because they lack stakeholder insight, and the cost estimating process replaces stakeholder judgment with computer generated decision making skills which result in poor project results. The purpose of this study was to develop a method that can facilitate the effectiveness of stakeholder identification and their inputs because often they go unidentified. There were 14 participants in this study that came from two independent systems engineering teams. Data was collected through observation of both teams and it was compared for this qualitative study. The results indicated that while there is not a lot of research focused on how to properly identify stakeholders the proposed method for determining the effectiveness of stakeholder identification has good indications that by using systems thinking it would overcome the limitations of traditional stakeholder identification approaches. The limitations of this study is that only a single case was used to compare the results of the single application by two teams, therefore the effectiveness of the proposed approach cannot be considered
