They need to be sure that the border is secure and that only people that are authorized to come to the country do so. A fence is not enough to stop illegal immigration, but it will likely help reduce the issue and enable the Border Patrol to be more efficient in ensuring that those that make it past the fence will come in smaller numbers. A solution could be a three-layer fence system, where two outer fences enclose a single electrical fence that will provide a substantial, but non-fatal, shock to those that come into contact with it, while simultaneously notifying the closest Border Patrol station to dispatch agents to deal with the intruders. The double fence will ensure that animals and people are not shocked unless they are already trying to circumvent the outer fence. If the impact on local wildlife migration is a problem, the fence could be broken up at regular intervals, such as at every few miles, with manned Border Patrol towers that would monitor the area where the fence is open. There is essentially no punishment or risk other than having to repeat their entry attempt. There should be a mandatory confinement period for illegal immigrants that are detained before they are returned to their country. Perhaps 3 months for a first offense, 18 months for a second offense, and 36 months for a third offense. These people should not be housed in our prisons but rather, immigration confinement camps should be established along the southern border. Rather than highly secure and expensive prison areas, these would simply be securely fenced areas with simple wooden living structures; essentially simple Prisoner of War camps.The detainees would not receive cruel or unusual punishment but be kept prisoners like we see in the prisons throughout our country. Once operational, the costs would not be very high but large numbers of illegals could be detained there.
