I think because both levels handle different issues they will have different processes. For example, I think there is more regulation in the national legislative processes because federal government deals with issues that state governments do not, such as Immigration laws, bankruptcy laws, and social security laws. There is a greater magnitude to what to federal government deals with and the amount of people affected by federal laws. Unlike the state governments that only deal with matters pertaining to the individual state and only affect the people in that state. Overall the federal government deals with different issues and the Federal law is superior to state law and has a larger impact than state laws do which is the main reason I think there are differences between the state legislative and the national legislative
