Intro-After the NSA reported their first transparency avowal, the publisher Omicron Technology Limited stated, “The report said 19,212 "national security letters"—administrative subpoenas that allow the FBI to collect information without a warrant—were issued last year, containing 38,832 requests for information.” These unwarranted leaks are why this problem needs to be solved. An article titled, “Electronic Surveillance,” written by Cornell University states, “Obtaining a warrant for electronic surveillance requires showing probable cause, describing in particularity the conversation to be intercepted, providing a specific time period for the interception of the communications device, and noticing the property owner unless law enforcement can show exigent circumstances. As with ordinary searches and seizures, exigent circumstances may serve as grounds for law enforcement to dispense with first obtaining a warrant. By involving law enforcement and having a warrant officialized, terrorists and other threats will be detoured by more modernized technology in police stations and therefore lessen or completely halt the illegal release of information.
