Monroe’s articulation of the Monroe’s doctrine was provoked by an occasion in which the Russian Imperial Government proposed that the rights and interests of the two nations in northwest of America be amicably negotiated and settled on. This proposal was made by the Russian Imperial Government through the minister of Emperor residing in America and transmitted to the minister of United States in St Petersburg. Another similar proposal was made by His Majesty to the Government of Great Britain and that had been acceded to. This proposal according to Monroe was an attempt to infringe the rights and freedom of the people of the American continent. He felt that the proposal may lead to future colonization.

The Americans have always avoided taking part in wars that does not concern them but they will take part in those wars that will infringe and mess up their rights. From what happened to the citizens of that part of the Atlantic, Monroe felt that the American people are immediately connected to them. They had to intervene in what was happening in the two countries.
Another reason that justified Monroe’s foreign policy pronouncement was the political systems of the allied powers. These political systems are different from those of America. These political systems of these allied nations are oppressive and these are the systems the American citizens have been fighting. This holds a dear reason for the Americans to be devoted to this foreign policy. According to Monroe, these political systems should not extend any part of Atlantic lands as it is dangerous to Americans’ peace and safety.
Monroe also justified his doctrine by highlighting the instability in the allied powers’ governments. The latest events in Spain and Portugal show that Europe is unsettled. This shows that European countries do not uphold their promises that they should not interfere with independent governments.
