A “policy” is a statement of intent to achieve certain goal(s) by a local, regional or national governments of a country. A policy could be documented in a legislation or other official documents. (cdm.unfccc.int). Public policies are those developed by governmental bodies and officials (Anderson, J. E., 2003). There are various stages of policy making. Public policies do not happen by chance. They are organized in such a way to achieve specific results. There are the policy actors and the stakeholder groups. One must be able to recognize the different stakeholder groups and invite them to the discussion. If a stakeholder analysis is carried out before the implementation of a policy, there is a greater chance of it being more effective. There are many steps in the stakeholder analysis such as; planning the process, choosing and defining the policy and knowing important stakeholders. There is no one right way to implement a policy. Therefore, analysts and institutions themselves need to recognize this and learn to use the advantages of the policy system to improve communities. There are many advantages of the policy system such as; it focuses on the officials and organizations who make policy decisions and how they carry them out. Secondly it has a linear nature so one can have a better understanding of the process itself. It is malleable and adjustments can be made along the way. It is not limited or defined by culture, therefore different communities can observe and learn from each other across the globe.
In conclusion, policy development is a necessary process. Though it involves many players and has multiple steps, once there is a great enough concern from either party and the specific roles are filled by appropriate persons it should be a fairly linear process. The health status of a community is not only important to the laypersons but is also reflective of its leaders. Therefore, it is not only about the intent of a goal, but the actual implementation and effective outcome of the policies that will improve
