Yes, the three sectors of sport do not operate in isolation made up of the public, non-profit and professional which overlap. The state is providing funding to non-profit organisations for the development of sport and elite athlete programs that in turn, non-profit organisations provide sporting opportunities by developing athletes, coaches and officials who sustain sporting participate in the community (Hoye, et al. 2015, p.7). The state also is involved in commercial sport in the aspect of building stadiums and providing sporting venues for professional sports that are played.
