The government hasn’t even examined the possibility of black individuals. One of the only steps in that direction was a bill proposed to congress titled H.R.40. This bill was proposed originally by representative John Conyers and other representatives. Its intent was to “address the fundamental injustice,cruelty,brutality, and inhumanity of slavery in the United States and the 13 colonies between 1619 and 1865.” It wasn’t a plan to award reparations at all, it was a bill to establish a commission to study and consider a national apology and proposal for reparations for the institution of slavery.” This bill has been suggested to congress every year since 1989, and each time congress hasn't enacted it. H.R.40 wasn’t a bill that would automatically pay the black community a huge sum of money.
