The JROTC became into passage due to the National Defense Act in 1916 on June 3. The 1916 National Defense Act provided high schools to have a loan of federal military equipment and the assignment of active duty military personnel as instructors. The National Defense Act was passed down to have a stronger military force. At the time there were two levels of JROTC: the high school level that was meant to prepare males for military services.
