Yes, virtue play a crucial role in theory of justice because in every situation they have to judge what is wrong and what is right virtually. Without virtue there is no meaning of justice. Virtue is an energy for justice and this is the skill which separate them to other people. Also they have to given virtual consideration behind any laws or rule. Justice are judging things to just and unjust and also they supporting these judgments by virtual reasons. In the logic of their virtual judgment they prevent any one to take advantage of other people. In their virtue in the times of trouble such as flood, drought, national calamity etc.
