On September 2nd, Captain Samuels, you, and Battalion Staff had a meeting regarding Honor Company points. Many things were discussed, including rules regarding the five point loss for neglecting to salute, cell phones for the honor company on Friday, unless we have Saturday classes (we had a follow up conversation about this just a few weeks ago, when discussing the possibility of phone issue on Fridays) the philosophy behind the penalties for in school suspension, out of school suspension, and expulsion, founders day, no homework study hall, character reports, and their respective formulas. Nevertheless the plan was approved, and includes in the plan was the following:

Former Governor of Rhode Island, and United States Senator Lincoln Chafee once said, "Trust is built with consistency." The idea of consistency is an idea that is highly regarded among the Officer Corps at Hargrave. So much so, in fact, that we included it in our Mission Statement for the 2015-2016 school year. It is because we agree, that trust is indeed built with consistency, that we hold this value in such high esteem. We believe that maintaining consistency makes us credible and trustworthy as leaders, and it shows our subordinates that we are dependable and competent as their leaders. As I previously mentioned, cadets overwhelmingly enjoy PT gear. Any positive excitement and energy from the corps boosts morale, and I'm willing to take it. Providing wearing Hargrave issues PT gear as an incentive is not unheard of, in fact, the academic department does it already! In order to encourage cadets to work more diligently, and study harder, PT gear for study hall is given as an incentive for Deans list checkout, President's list checkout, and President's accommodation list checkout. For this reason, it is reasonable to use it as an incentive for Honor Company as well. If the academic department considers it a reasonable incentive, I believe it is reasonable for Honor Company as well.
The Dean says it's up to us. I have had several meeting with Dean Sullivan regarding the uniform for study hall, and in those meeting, the Dean has expressed that the we in the military department (or, presumably, those too with military duties) may determine the uniform for study
