On the one hand, as Longman (2010, p. 54) observed, China is getting profits related to the early stage of the declining in birth rates. On the other hand, as Gardner (2012) stated, to some extent, the United States is facing the declining of birth rates since couples in the United States prefer to form smaller families than before. Both China and the United States need to concern about the solutions of raising birth rates. On the one hand, according to Covert (2013) , one of the policies to raise birth rates in the United States is to have better strategies that permitting occupied women to also raise children. On the other hand, as Chamie (2014) explained, one of the solutions to raise birth rates in China is the relaxation of China’s rigid one-child policy, which may cause an inflation of around 2 million births every
