The Electoral College number of electors is equal to number of State Representatives and number of Senators. The Electoral College meets in there respected state and contain high level party leaders. Article V of the Constitution shows how Amendments to Constitution is passed. Article V tells us that we need either two thirds either Houses or two thirds of Legislatures calling a Convention to for proposing Amendments. Only using two thirds of both Houses is the only method used to propose an amendment. There are two ways to ratify Amendments. The most common way is approval of three-fourths of states.
