The founding fathers were concerned that the Legislative branch would infringe on the citizens’ rights, so to resolve this problem, the House was created to represent the interests of every legal citizen, while the senate was established to represent the interest of the states. The different factions in the two different houses have different demands, which as a result prolongs the legislation process. This creates conflicting interests which lead to debates and ultimately slow down the process of government. Some people may believe that it is essential for a government to have republican virtue because government is focusing on the public good. People tend to think that if the government focuses on public good everyone would be better of. In reality, a new government does not need to have republican virtue to be successful. If representatives govern by self- interest, their constituents would be represented in government. Congress has so many legislatures that it is possible for it to be divided to represent individual regions desires. Also, the more self-interest that is implemented in the legislative branch slows down the government. This both insures the Legislative branch does not become too powerful and still follows the model the founding fathers laid
