I think this is an interesting and reasonable research topic. Your first research question is good. However, it is unclear about what you want to purchase in the second question. Regarding to your motivation, I guess you might be more interested in identifying the characteristics of leadership an incident commander should have. If so, you have two things need to be done in the next step (literature review). First, you need to define what a successful incident commander is. How can you measure his/her success? Second, what are potential characteristics would affect the leadership (in any kind of fields).
