“The rehabilitative ideal—that is, the belief that rehabilitation of prisoners should be a major goal of the system—which has reigned largely unchallenged for the last 75 years is now under attack from a number of quarters. In the opinion of many influential criminologists, public officials, and professionals in the field of corrections, the philosophy and objectives of rehabilitation, which stress individualized treatment by the use of indeterminate sentencing, probation, parole, and various therapeutic and rehabilitative regimes, have not provided a sound basis for this country’s criminal justice system. The system is widely viewed as having failed to rehabilitate adult offenders effectively, to reduce a crime rate that is inexorably rising, and to protect the right of offenders” (Spiro, 1978). Today, voluntary participation of offenders in rehabilitation programs is a measure that is being used to enhance the ability for the system to be effective and at the same time safeguard the right of offenders. The community corrections serve the society and the country at large by addressing the educational opportunities for young people in juvenile justice confinement. Most of the juveniles lack proper knowledge or education to support themselves mentally and intellectually, and unfortunately, found themselves in situations that warrant the mischievous acts that got in trouble at first.
