The 14th amendment granted citizenship to all people born or naturalized in the United States, giving Freedmen the right to vote. However, many white Americans against the Freedmen established Black Codes to prevent Freedmen from voting. These black codes consisted of literacy tests, poll taxes, and the grandfather clause.
