Virginia plan and the New Jersey plan. The Virginia plan that proposed there would be three branches of government the executive, the judiciary, and the legislative, with two separate branches of the legislature. The number of representatives was to be based on population or wealth for both houses of the legislature.But some states said that would give the larger and wealthier states a greater number of votes and that wouldn 't be fair to the states with smaller populations. In the Virginia Plan the legislature would be able to raise taxes, regulate trade, and make laws. The New Jersey Plan proposed that there would be only one house in the legislature and each state would be permitted just one vote each. It did give the legislature power to regulate trade and tax foreign
