Mayors tend to be the most prominent figures in the city government primarily because their position automatically makes them the center of attention. A strong mayor structure establishes the mayor as the sole chief executive who exercises substantive policy responsible. The more of these powers a mayor has the stronger her or his position is and the easier it is for her to become a leader.
