They were the famous critics of ideal type of bureaucratic theory. 1. Alvin Gouldner: Alvin Gouldner was the famous critic of bureaucratic theory. The main theme of his criticism was the formal rules which are taken whether on the agreement of management and worker or not. Based on this, he divided it into 3 sections.
• Mock bureaucracy: In mock bureaucracy third party impose their rules on management and workers. Workers have no say in this.
• Representative Bureaucracy: Here rules are not imposed on each other. If the rules are harming any class, they can tell about this. One class are representing themselves to define formal rules.
• Punishment Bureaucracy: There is no place for representation, the rules which are taken, for harming one class. Here one class takes rules to punish the opponent party.
In every organization there is a mixed of these types of bureaucracy. Actually the main criticism of bureaucracy is the formal rules regulations. • Rules and Regulations: Every organization has some goals and they want to achieve those goals with some process. In ideal type of bureaucracy, to follow the formal roles, people had forgotten the main goal. He criticized on it. Mainly he wanted to tell that there should not be any goal displacement.
