They both represent the entire society, which means that the people of Britain have a reason to be depressed. Then in the back ground, it looks like there is mark left behind by WW1, which is definitely a reason to be depressed about. The two figures are sitting on a stone that has a crack on it, and it clearly shows that the League is broken and useless. It does not only have a crack on it but it also looks like a tombstone. A tombstone obviously shows death which only means that the League is dead.
