The website also states that depending on what country it is, the importance of each of the categories of rights varies. All three of the rights are interdependent on one another. However, based on the Universal Declaration of Human Rights, civil rights are the most important out of the three, because they form the foundations for many social and political rights. Civil, political, and social rights form a pyramid structure, with civil rights being the base foundation for political and social rights. Civil rights are the most basic rights conducive to living as a human being.
