The 2016 budget of the President is mainly designed to uplift the lower and middle class American families by rewarding their hard work and raising their income and living standards. This was greatly impacted by the second strategic goal of HHS, where investments are made in bio-medical research thus, leading to further clinical advancements which required huge funding.
