Weber is overwhelmingly interested in the area of administration. His interest is not primarily with direct democracy as an actual historical phenomenon but rather as a comparison or contrast type to legitimate (and illegitimate) domination. He advocates that direct democracy is the interaction between two ideas- equality and minimization. It basically entails the idea that everyone is equally entitled to occupy a position of civic responsibility that gives rise to the conventional practice of choosing officials.
