Over the years Political Scientists have considered institutional power as the bases of the United States. Political Scientists also consider institutional power as the core of the government, churches and corporation behaviors. For Example Art.1 section 8 Clause 18, explains that the power that the constitution gives to Congress is the “necessary and proper clause”, this clause is important because the words gives congress the right to make laws that is necessary and proper for carrying out the power vested in the constitution. Already, citizens have expressed concern over the numerous executive orders that the President has written during his first week in office. This leaves the United States citizens concern, especially in regards to immigration issues; but how can we as citizen remove the President institutional power on executive orders? Besides, this is not new in the United States we have seen this before under the presidency of President Bill Clinton, and “ despite the increased public attention focused on executive orders and similar directives, public understanding regarding the Legal foundation and proper uses of such presidential decrees is limited”( Gaziano 2001). This displays that a president can do whatever they choose to do as along as it is a substantive law. For example, President Trump wrote an execute order to stop Muslim immigrant from seven terrorist countries entering into the United State. This has left many American Muslim citizens and permanent resident in these countries concerned. To many this might seems like an abuse of privilege on the president’s part, but despite what citizens think the founders wrote in the U.S. Constitution, Art . II, § 1, cl. 1. "The executive power shall be vested in a President of the United States of America." Baltzell, G. For Example the 22nd amendment state,” No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once” (All Amendments to the United States Constitution, n.d.). Therefore, a president can only run for two terms. However, I believe that citizens should be allowed to vote for one president for more than two terms. In this case, I would add to the U.
