Coast Guard personnel based on Yerba Buena Island (YBI) are receiving an improper Basic Allowance for Housing (BAH) rate. San Francisco and Oakland are separated by a toll bridge and are less than ten miles apart, yet are considered to be two different military housing areas (MHA).
