Raz:

an instrumental form of authority whereby the citizen conforms to directives issued by authority.

THese directives are reasoned directives. Raz's theory centres on conforming to authoritative reason.

After the establishment of a competent de facto authority the individual's reason becomes secondary to the authority's reason. Raz does not temper the relationship with procedural boundaries (fails to specify a procedurally democractic state)
