Rescue Ops Bulletin No.5
Confined Space
A method of evaluating the ambient atmosphere of a space including, but not limited to, its oxygen content, flammability, and toxicity.
Atmospheric Monitoring
A space that is large enough and so configured that a person can enter and perform assigned work; has limited or restricted means for entry or exit; is not designed for continuous human occupancy.
Confined Space
What are some examples of locations that are not designed for continuous human occupancy?
Tanks
Vessels
Silos
Storage bins
Hoppers
Manholes
Vaults
Pits
Includes ensuing work activities associated with rescues in a confined space and is considered to have occurred as soon as any part of the entrant’s body breaks the plane of an opening into the space.
Confined Space Entry
Any atmosphere that exposes personnel to the risk of death, incapacitation, injury, acute illness, or impairment of the ability to self rescue.
Hazardous Atmosphere
Hazardous atmosphere for flammable gas, vapor, or mist is?
Excess of 10% of is lower flammable limit
(LFL).
Hazardous atmosphere for airborne combustible dust is?
A concentration that meets or exceeds is lower flammable limit (LFL). Note – This may be estimated by observing the density of the concentration. In general, if the concentration of dust obscures vision at a distance of 5 feet or less, it may be within its flammable range.
Hazardous atmosphere for oxygen is?
At concentrations below 19.5% (lean) and above 23.5% (rich).
Explain the characteristics for a permit required confined space.
Meets requirements to be classified as a confined space.
Contains or has the potential to contain a hazardous atmosphere.
Contains a material that has the potential for engulfing and entrant.
Has an internal configuration such that an entrant could be trapped or asphyxiated by inwardly converging walls or by a floor with slopes downward and tapers to smaller cross section.
Contains any other recognized serious safety and health hazard (including fall, environmental, and equipment hazards).
The standard confined space dispatch will consist of what units?
Closest engine company
Closest truck company
Two rescue squads; RS2 and the next closest rescue squad
Special Operations BFC
Haz-Mat unit
One BLS and ALS unit
EMS Supervisor (EMS 1-6 if available)
Air Unit
As you approach the scene of a confined space incident you should attempt to park your apparatus no closer than _______ to the incident.
100 feet
The atmosphere of all confined spaces shall be considered _____________ until positively proven otherwise by a ____________________.
Immediately Dangerous to Life and Health (IDLH); calibrated direct reading instrument (atmospheric monitor)
When monitoring air in a confined space the following conditions should be checked in this order ________________,____________________, and __________________.
oxygen content, flammable gases and vapors, and potential toxic air contaminants
It is the job of the engine company responding on a confined space rescue to establish an exclusionary zone around and adjacent to the entry portal until a hazard assessment and atmospheric monitoring has been completed. True or False?
TRUE
What are the primary responsibilities of the truck company on confined space rescue response?
Removal of electric power, ventilation, and safety.
The truck company is responsible for ventilating in and around the space with their gasoline-powered positive pressure fan.
False, they should use their electric fan.
The driver of the first rescue squad on the scene is responsible for removing electrical power to any fixed mechanical devices or equipment by placing them into a “zero mechanical state.”
False, the Truck Co. is responsible for this function.
If and when it has been determined that the space is not a “permit” required space (i.e., presents no atmospheric or physical hazards), entry by non-confined space certified personnel can be approved by the Incident Commander under the following conditions?
The victim must be visible from the entrance to the confined space and no more than 25 feet in any direction from the entrance to the space.
Specialized rescue equipment and/or procedures will not be required to gain access or egress to or from the space.
If the victim’s condition is stable or will not be improved by immediate entry, personnel shall remain outside the space and wait for confined space certified personnel to arrive.
What are the Engine Co. responsibilities on the scene of a confined space rescue?
Est. Level III Accountability
Est. exclusionary zones around entrance
Locate and secure job site foreman
Obtain size up info-location # of and condition of victims
Find out what occupants were doing in space
What is required for rescue in a Non-Permit Required space?
After following all procedures pertaining to Pre-Entry of a Permit Required Space entry by non-confined space certified personnel can be approved by IC under certain conditions
What conditions can the IC allow non-certified confined space rescue personnel enter a space?
Victim visible from entrance not more than 25 ft. in any direction from entrance of space
No specialized rescue equipment required
Victims condition is stable or will not be improved by immediate entry, then non-trained personnel shall wait outside space for arrival of con-space trained personnel
