That was followed the next year by 36 new organizations; and 26 after that; and 31 more; and 32 more; and 20 or more each in 2007, 2008, and 2009.” projects.washingtonpost.com Prior to 9/11 attacks, the process for surveilling violent groups and potential threats to the United States, was lacking. After 9/11 America came to realize how ineffective the prior tactics for terror surveillance had been. According to the 9/11 commission's report, “We can say with confidence that none of the measures adopted by the U.S government from 1998-2001 disturbed or even delayed the progress of the al-qaeda plot. Across the government, there were failures of imagination, policy, capabilities, and
