Victim Precipitation Theory is the view that victims may initiate, either actively or passively, the confrontation that leads to their victimization (Siegel, 2014, p. 67). Active precipitation occurs when victims act provocatively, use threats or fighting words, or even attack first, resulting in their victimization (Siegel, 2014, p. 67). Passive precipitation is personal or social characteristics of victims that make them attractive to criminals; such victims may unknowingly either threaten or encourage their attackers (Siegel, 2014, p. 68). This marks the first instance of passive precipitation. Even though it was a harmless ad, he was setting himself up for failure. Anything can be fraudulent, especially when it is dealing online. Bud could not have known if this was a real ad or not, and could not have known he was heading to own death. Next, he received a reply stating that one was for sale in southern Georgia and quickly decided to take his wife 80 miles away from home to purchase the vehicle. The idea was to drive down to the small community where the vehicle was for sale, make the purchase and drive home the same day. Family members said the Runions took their cell phones and chargers with them and insist that the couple was not carrying any significant cash with them on the trip, but Bud Runion did intend on buying the 1966 Mustang (Montaldo, 2015). This is where the second example of passive precipitation comes into effect. Montaldo (2015) mentions, after interviewing Towns, Telfair County Sheriff Chris Steverson said what Towns told detectives did not match the facts in the case. The Sheriff said his investigation also found no record that Towns owned a 1966 Mustang. A warrant was issued on Sunday, January 25, for Towns for making false statements to investigators and criminal attempt to commit theft by deception. The next day, Towns turned himself into the Sherriff and a search of his property began. The bodies, and vehicle, of Bud and June Runion were found in a secluded pond in the nearby woods. Both bodies were discovered and identified with the cause of death as gunshots to the head.
