Chesapeake was primarily Protestant and Catholic, whereas New England would be Puritans. Chesapeake primarily did not persecute people of different faiths, the settlers of New England, on the other hand, felt that God had chosen them for this "special task", which led to religion being extremely important in public life. To be more specific, in 1645, John Winthrop spoke to the General Court and delivered a speech in which he distinguished the difference between what he called “Natural Liberty” and “Moral Liberty.” The idea of these two liberties was undoubtedly sparked by the Anne Hutchinson Case of 1637. Anne Hutchinson’s claim that God had spoke directly to her was a plain violation of Winthrop’s concept of Moral Liberty. Moral Liberty simply meant that the people were to be obedient to the rule of religion and the government. Anne Hutchinson was being tried for arguing that the state was being unfair by saying that a person’s church attendance and moral behavior mattered more than their inner state of grace. In the end, Anne Hutchinson was imprisoned and banished from Massachusetts. Winthrop’s speech was a means of explaining the law at that time. He declared that natural liberty is dangerous for the community because it implies that those with natural liberty are looking out for their own good and not the good of the community. Maryland passed the Act Concerning Religion in 1649, which granted religious freedom to Christians. The Act displayed: “no person or persons whatever in the Province…professing to believe in Jesus Christ , shall from henceforth be any ways troubled, molested, or discountenanced for or in respect of his or her religion nor in the free exercise thereof within the Province.” The major reasons for instituting religious toleration was few Protestants and Catholics followed the early colonists to American.
