Recommendation
The most feasible and likely to pass option is to have the ACJC review local government expenditures for civil forfeiture. An advantage of choosing this option is that the public and lawmakers can easily criticize expenditures made by law enforcement. A disadvantage is that it offers little to no protection for citizens and probably will not stop law enforcement’s abuse of civil forfeiture. The most effective option is the prohibition of civil forfeiture. Unfortunately, majority of stakeholders do not wish for dramatic change to the civil forfeiture
