The code of ethics should be written in a way that members of the organization know and understand the purposes and values of the organization. Government employees can get to personally adhere to these values and engage accordingly with the purposes of action of the organization. The members of the organization should then know what is expected of them at all times (to be clear what they expect from other members of the organization and those outside it with whom they interact in the performance of their task). Also to know what to expect themselves from the other members of the organization. That everyone can contribute to the process of reflection, critique and transformation of the values of the organization which can be achieved through mechanisms that facilitate the detection of behaviors or attitudes inconsistent with the shared values and resolution within the framework of the organization. Its main function should be to ensure the uniformity of the conduct of the group and to offer a consistent resolution of conflicts and ethical questions that arise. By performing the code as general it introduces and promotes the values that guide the life of the organization, its conventional criteria of right and priorities thereof. Somehow, the code intended to place the values, criteria and priorities of the organization over the convictions of individuals that represent it.
This does not mean that the code meet exclusively the interests of the organization, or are exclusively focused on the control of behavior. To the extent that the organization is considered an active member of the human community, and home to the vital realization of many people, their codes of ethics should be one that has an universal dimension and reflects the principles that based must be acceptable to all participants and affected (the society) and ideally for all public servants and their own interpretations of the principles must be at least socially
