More specifically, the gangs have devised a system in which their members are able to be hired as guards and placed within the prisons as employees (Brasswell, McCarthy, & McCarthy, 2008). The investigation at Wakulla Correctional Institution in north Florida, revealed a pattern of retaliation against guards and other employees who report inmate abuse (Reynolds, 2014). Part of the reason for the investigation was allegations that two Wakulla employees were victims of retaliation after reporting that a former captain at the facility ordered attacks on certain inmates followed by the falsification of records attacked and falsified records as a means of justification in the use of force.
