Later in the paragraph, it says that the reason why is because police presence reduces crime rates. I realized that there are certain statements that make this paragraph a clear description. Statements such as “Assumed that the presence of officers…”, “core assumption of the professional….”, “critics began to argue that….” All of these statements coincide with the definition of a description which attempts to tell us that X is the case, without offering any actual proof.
