One criterion was that Rome had to promote rule of law. Overall, Rome did a pretty good job. If Rome was to be graded, they would most likely receive a high B. Rome received this grade because many of the punishments and rights were unfair. One of the good things that Rome did was write down all of their laws on a tablet known as the Twelve Tables. This was to make sure everybody knew the laws, the problem was that not many people could read them. In addition to the Twelve Tables, Rome had laws for almost anything.
