Several supervisors employed by the City of Newark were questioned about the Drug-Free Workplace policy. Although they were able to research the policy online, they did not know their responsibilities or liabilities on the policy. Several conditions of a successful implementation of a public policy include adequate time for the program, sufficient resources available to the program, and perfect communication and co-ordination (Ison & Rye, 2003). The past policy failed because communication with the supervisors and employees about the policy was limited and did not continue. The revised implementation process requires the administration to make it a top priority with the supervisors.
