Government has taken on new roles, including pensions, government-provided health care, and other programs like education that typically deal with the modern welfare state. Scottish philosopher Adam Smith outlined three important government functions: national defense, administration of justice, and the provision of certain public goods such as applied education. With the role of government expanding, education has shifted from primary local control to state and national control, with attention from the Federal government and national organizations (Jefferson-Jenkins & Hill, 2011). States and communities, as well as public and private organizations, establish schools and colleges, develop curriculum, and determine requirements for enrollment and graduation. Although the government is still growing in its Federal role in education.
