He believed that it should be a contract between the people and the government. He said that the people were ultimately sovereign and had created government in order to meet certain administrative needs. As long as the government met those needs, it deserved the support of the people. Consequently, if the government ceased to fulfill its part of the bargain, then the citizens were not bound to support the government, Locke states the people should then replace that government with a better one.
