Urban generations in post-colonial cities have been characterised by the development of certain movements, architectural edifices and socio-cultural infrastructural facilities. Most of these have, over time, gone into extinction though their relevance to the urban milieu is not in question. These are the people who take care of the day-to-day running of the organisation. The organisation’s administration must be structured in such a way that it makes optimal use of the abilities of its employees. In other words, Film House cinema must be well planned to achieve its laid down goals. Although management may seem to be less imposing of the many activities in the organisation, the smooth running of an organisation depends on its management. Nevertheless, a good administration and organisation should be as modest as possible, oiling the wheels of organisation so that the company and its production can proceed with as few hitches and problems as possible. Administration and organisation is here seen as ‘the process of working with and through others to efficiently accomplish managerial goals’,Ade Oyedipo 1995(principles of Management). The essence of art administration and management in any art centre requires the careful organisation and co-ordination of the efforts of various people working together in order to achieve the set goals and objectives of the organisation in the bid to promote, and present the rich cultural heritage of a people to the world at large and also to create an ideal situation in which their performances and programme of activities is expected to be excellent and of great interest to the society. Art, through its functions of entertainment, education and information fulfils other functions within the society. It is generally expressive in nature and as such evokes response; not merely communicating, but beyond that, evolving a response within the audience or individual for social change.
