Forces Afghanistan (USFOR-A) J-9 Civil-Military Operations Directorate, I was responsible for the day-to-day operations of the directorate, which is a joint activity consisting of three branches: (1) operations, (2) strategy, plans, and analysis, and (3) commander's emergency response program and policy management. The position required interaction across multiple entities operating at the Afghanistan National Government level to include the U.S. Embassy and U.S. Agency for International Development (USAID) to ensure unity of effort and provide support to interagency planning efforts. I chaired the Commanders Emergency Response Program Working Group, which was responsible for assessing and making recommendations on all civil-military projects exceeding $1million. As we begin to consider a significant reduction in forces, I was assigned the task of conducting a detailed analysis/report on the impact of reduced DoD spending on the economy of Afghanistan and developing a comprehensive mitigation
