The spirit of rebellion is not of God at all, because it constitutes to compose or represent the resistance of during what is right; but there is nothing wrong with disagreeing. “An evil [man] seeketh only rebellion…” Rebellion is most definitely not of God because it is an evil spirit. Roman Catholic Church were the ones being rebellious because they were actually going against the word of God. Martin Luther was using the word of God to rebuke and correct. “Preach the word; be instant in season, out of season; reprove, rebuke, exhort with all longsuffering and doctrine” 2 Timothy 4:22.
I believe Martin Luther was sent for that particular time and purpose to do what he was called to do by God, to reform the Church. The purpose Paul had was to spread the Gospel of Jesus Christ to Roman, they both had a mission to do. Paul was on trial in Rome because he was accused to appeal
A good example was Jesus and the Apostles. They were very fearless, bold, to rebuke and condemn evil. To rebuke openly to people for doing evil, it can convict them or not, but all in the love of God. Many examples of boldness were in Nehemiah.
