He was determined to make Germany become bellicose and renown, with the combination of his childhood aspirations he created a new and ameliorate navy. With this navy he planned to challenge the British in order to see which one was more robust.
Another part of Bismarck’s foreign policy was to isolate france and keep his alliance with Austria- Hungary and Russia. This idea was used as a way to prevent war and take precautions and proactive measures incase France did decide to declare war. Wilhelm II on the other hand did not isolate France, instead he isolated Germany from France. Also, he let the Reinsurance Treaty lapse which caused Russia to form an alliance with France, which left Germany at a vulnerable state.
Another difference in the two leaders is how they let the public participate in the foreign policy. Bismarck did not listen to the public when it came to the foreign policy he did what he felt the country would benefit from in the long run.
