The SBI was established in 1937 but began operation on September 1, 1938. Frederick C. Handy was the first director of North Carolina’s state bureau of investigation. The SBI was divided into three units they were, criminal statistics, identifications , and investigations. This state law enforcement agency was only given $25,622 to work. The SBI’s first agent was a former sheriff from McDowell county , his name was Oscar Adkins. In 1940, this agency bought their first lie detector test to help with their work. In 1943, the agency published a booklet that had a list of people who were wanted, violated parole, stole property, and listed the people who were missing. The SBI created the first crime lab in the nation, known as the SBI technical laboratory, by the 1956, this lab had 66,768 examinations done. As of 1956, the agency had 32 agents, they hired Clarence Gooche in 1969 , he was the first African American agent. The first female agent to be hired was in 1971, her name is Laura Ward. A mobile crime lab was then added to the SBI. Some significant changes occurred in the mid 1980’s with the SBI.
