In the first phase, there was consideration of the concerned fairness and efficacy that had been used in the system. Minimal communication and reliance had been used all the while as the programs were cantered on making sure that offenders were punished. Minimal if at all any jurisdiction and court decisions were opposed, despite the shortcomings at the time. It was also observed that the speed of sentencing as well as handling of the issues were swift depending on the nature of the cases and those involved. In the second phase, reliance was built with the help of referrals based on the institution of civil rights in the equation. It was observed that the ramifications in this sense cantered on the need to develop a formative basis of all case procedures as means of getting equity. The part of the officer must be viewed as a component of the basic administrations to society; a profitable and financially ability and a portion of open administration. An arrival to national enrolment will be a significant step forward in attending to enlistment and duty towards the criminal justice administration (Weitzer, 2012). It is essential that all jail officers have a decent summon of the English language and have great composure and relational abilities. The accentuation in enrolment should be on the individuals having the correct qualities for the roles and having the correct capabilities to help in rehabilitation. Jail Officers must be strong- willed, steady in associations and can show compassion when needed without bargaining on their part. Cross- sex supervision in correctional facilities presents a major challenge to the system as the inmates have different views on such existence. For example, there might be a total disregard of such cross- sex existence by inmates and this might lead to disrespect or total disregard of their roles. It might contribute to the violence and improper view of authoritative dispensation within the facilities. In addition, even the staff membership at the same prisons might not be in accordance with the cross- sex representation.
