Commonly referred to as “Public Aid”, it can be traced back to the Roman Empire and other kingdoms before it. The first Roman emperor used to provide grain to the citizens that weren’t able to afford food on a monthly basis. Emperor Trajan (c. 1000 AD China) provided his citizens with many programs that were considered social welfare. There were retirement homes, public clinics, and ‘paupers’ graveyards. In the early years of England there was a law that was passed that made welfare official, named the English Poor Law of 1601. Any country that is a great country or that is trying to establish a good social stabilization, will have a welfare system in place.
Welfare in America has changed over the decades. In the beginning of the country, the colonies had to import the British Poor laws. It is funded through The Department of Health and Human services. This program was created in 1965 to provide free education and health care benefits to low income families for their children. However, in 2007 the Department of Health and Human Services decided to expand the head start program, for families that had met above the poverty line. Which consist of 10% of the slots and 35% for families of a 100 to 130% under the poverty line. So many more children had the opportunity for learning even if the family could not afford it. Head start automatically spend nearly $9,000 per child every year and providing around 8 billion a year nationwide for development services to children. Since then there has been a turn in this program, referring to slots not being filled by the head start organizations that were funded causing over payment of funding. There have been speculations that the directors could be keeping funds for themselves. Also that the program is ineffective after researchers’ studies on the children that have completed the head start program but had difficulty entering kindergarten. Implying that head start fails at their main goal, which is giving children an opportunity to have a head start in life.
