The miners were infuriated, that governor LaTrobe had put a law in place and they were forced to pay a ‘tax’ which was 30 shillings, it did not matter if they did not find any gold or did not look for it. The consequence for not paying the tax was to be arrested. This tax was extremely unpopular. According to some miners the police enjoyed hunting the miners down who did not have licenses. One of the other causes was the murder of a Scottish digger by the name of James Scobie who was killed during an alteration just outside the Eureka hotel.
