The conch signifies authority and order. Ralph uses the shell to gather all of the boys for their first interaction with each other. As the story progresses, the conch is used to call meetings and allow people to only talk when in possession of the conch. The conch changes from the boys following the rules to them disregarding the conch all together. At one point, the boys are throwing stones at Ralph while he is trying to sound the conch for a meeting. Later in the novel, Roger shatters the conch into pieces.
