2. all devices should be uniformly named
3. the OS should handle recoverable errors without intervention from user program
4. OS must maintain security for these devices
5. OS should optimize performance of the IO system

1. standard interface for a wide range of devices
to make it easy to add newly developed devices
2. development of entirely new devices
where standard existing interfaces are not always easy to apply
